No Dan you cannot take camcorders on the track on public days - see for more information http://www.nurburgring.org.uk/
seems like the camera ban takes a bit of the fun out of the experience, as you can't show off afterwards but crashing on the ring is more of a problem for you though as the ring is a de-classified road you are liable for repairs to the circuit(barriers etc)and in the event of an accident could still be prosecuted
although when you look at the penalty for filming whilst on the ring you might just try it...
