It's been done to death over on locostbuilders, there are people selling kits on ebay that generate "Browns gas" from water(makes it sound more believable)& halve your fuel consumption (yeah, right).
It is total boll*cks, you can only get power from water by using external power (more than you get out) to generate the hydrogen from water. If their claims were actually true they would have every government & industrialist beating a path to their door at best it's a alternative way of storing power, & a poor one at that.
