Thank you for your request for information, which we received on 19 April 2009.
The information you have requested is as follows:
1. How many Civil Enforcement Officers were there on the 28 March 2008?
Medway Council employed 20 Parking Attendants and 3 Supervisors on 28 March 2008.
2. How many Civil Enforcement Officers were there on the 27 March 2009?
The council employed 21 Civil Enforcement Officers and 3 Supervisors at 27 March 2009.
3. How many PCNs were issued between 26 March 2007 and 28 March 2008?
41,720 PCNs were issued within this time period.
4. How many PCNs were issued between 28 March 2008 and 27 March 2009?
47,376 PCN’s were issued within this time period.
5. How many PCNs were paid at the £30/35 stage. How many were paid at the £60/70 stage and how many were paid at the £90/105 stage?
21,909 PCNs were paid at the £30/35 stage between 26 March 2007-28 March 2008 and 22,414 PCNs were paid at this stage between 28 March 2008-27 March 2009.
4,185 PCNs were paid at the £50/70 stage between 26 March 2007-28 March 2008 and 2,912 PCNs were paid at this stage between 28 March 2008-27 March 2009.
1,273 PCNs were paid at the £75/105 stage between 26 March 2007-28 March 2008 and 1,441 PCNs were paid at this stage between 28 March 2008-27 March 2009.
6. How many PCNs during the same periods went to warrant stage and were collected by bailiffs?
There were 1,004 PCNs with Medway Council’s bailiffs between 26 March 2007-28 March 2008.
There were 953 PCNs with Medway Council’s bailiffs between 28 March 2008-27 March 2009.
7. How many PCNs were appealed against?
7,612 PCNs were appealed against between 26 March 2007-28 March 2008.
3,365 PCNs were appealed against between 28 March 2008-27 March 2009.
8. What is the overall wage cost for the parking section including the people that work in it?
For 2008/09 the salary costs for the parking section were:
Parking Enforcement - £691,782.83
Parking Administration - £360,757.51

Quick maths (apologies if a bit inaccurate):

Revenue 2007/8: 961995

Revenue 2008/9: 1150235

Salary Costs 2008/9: 1052540.34

Therefore that leaves them under 100k for all administration, rent and other costs. Which means they're making a loss on parking enforcement = more tickets needing to be issued just to cover costs.
