Proposed 40 limit for new 're-engineered' junction

If it's being 're-engineered' why the need for a lower limit?

Presumably they are using the three 'E's' of
enforcement, enforcement & ENFORCEMENT

ROAD TRAFFIC REGULATION ACT 1984

THE A34 TRUNK ROAD (CHIEVELEY INTERCHANGE)
(40 MILES PER HOUR SPEED LIMIT AND DERESTRICTION) ORDER 200

The Secretary of State for Transport hereby gives notice that he proposes to make an Order under sections 82(2), 83(1), 84(1)(a) and (2) and 122(A) of, and paragraph 27(1) of Schedule 9 to, the Road Traffic Regulation Act 1984 on the A34 Trunk Road in the District of West Berkshire.
The effect of the Order would be to impose a 40 miles per hour speed limit on the following lengths of the A34 Trunk Road connecting to Junction 13 of the M4 Motorway:

(a) the Junction 13 roundabout, a total distance of 554 metres;
(b) the A34 northbound off-slip to Junction 13, from the Junction 13 roundabout southwards for a total distance of 370 metres;
(c) the A34 southbound on-slip from Junction 13, from the Junction 13 roundabout southwards for a total distance of 419 metres;
(d) the southbound link road between Chalky Lane Roundabout and the A34 southbound on-slip from Junction 13, from a point 10 metres south-west of its junction with the Chalky Lane Roundabout for a total distance of 50 metres;
(e) the westbound link road between the A34 northbound off-slip to Junction 13 and Oxford Road Roundabout, a total distance of 155 metres;
(f) the eastbound link road between Oxford Road Roundabout and the A34 northbound off-slip to Junction 13, a total distance of 140 metres;
(g) the A34 northbound on-slip, from the Junction 13 roundabout northwards for a total distance of 134 metres;
(h) the A34 southbound off-slip, from the Junction 13 roundabout northwards for a total distance of 129 metres; and
(i) the southbound link road between the A34 southbound on-slip from Junction 13 and Chieveley Services Roundabout, a total distance of 33 metres.

The Order also proposes that the following length of the A34 Trunk Road would cease to be a restricted road for the purposes of section 81 of the Road Traffic Regulation Act 1984:

(a) the northbound and southbound carriageways through the M4 Motorway underpass at Junction 13.

A copy of the draft Order, of a plan illustrating the proposal and of a statement explaining why the Secretary of State proposes to make the Order may be inspected during office hours at the offices of West Berkshire Council, Market Street, Newbury, Berkshire RG14 5LD until the end of the objection period indicated below.
Any person desiring to object or make representations to the Secretary of State’s proposal should send, not later than 7 May 2004, a written statement of his or her representation or objection and of the grounds thereof to Traffic Operations Directorate, Highways Agency, Federated House, London Road, Dorking, Surrey RH4 1SZ, quoting the Ref HA/A34/28/2/121. In the preparation of an objection and the statement of grounds of objection it should be borne in mind that the substance of any objection or representation may be communicated to other people who may be affected by it.

WTF why bother with millions of pounds worth of roadworks if it's going to go back to it previous state.

I'm up for finding out the "design limts" of the new road section & putting my letter into the debate.

The ABD are trying to get a lot of us to oppose this. I have written today and would ask all of you to do the same.

The ABD deserves support. In my opinion we should all be members.

I'm looking at a plan of the new junction as I type this. It's going to be completely self-limiting anyway because of the roundabouts and curves, so why do they need to enforce any limit at all?

It's just yet another money raising scheme from the scamera partnerships/police/government. Slap on an unreasonably low speed limit, stick up a few cameras and grab the cash as drivers exit the M4 and slow down from 70 to 10/20 as they negotiate the roundabout! Highwaymen the lot of em - hang em high I say! Rich...

Having driven through the A34/M4 disaster area yesterday its already got a 40mph on it so you wont notice the difference when it finishes....

Unless the new proposed limits start too far from the actual roundabout on the M4 sliproads then this is no different from most of the other junctions so what is the big deal. It is all standard stuff from what I've just read of the proposal.

They are even derestricting the actual A34 underpass so it really is just the roundabout.

I'm all against using it to catch unwary motorists of course but this proposal doesn't seem unreasonable. A proper plan of the changes would make it easier to tell though - along with how many scamera bays they are planning...

Am I missing something here? Normaly to allow a change to a mandatory speed limit (ie using red circles) for roadworks requires a traffic order. This looks to me like the traffic order required for the CURRENT 40mph limit being used in the roadworks - NOT for any future permanent change to the A34 limits.

By my reading of the notice, the new limits just seem to cover all the M-Way slip roads, plus a short distance Northbound & Southbound which are normally gridlocked anyway.

The sliproads were (I think) 60mph before. It will be interesting to see if the plods decide to camp out on the slip roadss coming off the motorway & nick people for not standing on the brakes as they come off the 70mph limit.

I don't think it's for the current roadworks - when heading north on A34 the 40mph limit currently starts almost a mile before the junction/roundabout !
so to reduce this to under 100yds when completed will at least be an improvement on the current state of affairs..
