Sorry if I am missing the point but surely if you park illegally, you get fined? Are they saying that people are parking legally and still getting a ticket?

I don't think they are so don't park illegally and you won't get fined. Simples!

I have been driving for 19 years, live in Central London and have never had a parking ticket.
