TRAFFIC WARDENS IN MANCHESTER

Traffic Warden Picture Taken when I was picking up my friends at corner of WITHY STREET and NEXT opposite THE BIRD CAGE . I only stopped for less than 15secs in that short space I noticed two wardens taking PICTURES of my vehicle before it had even come to a halt, with one running to the rear of the car as my friends were entering the vehicle.
I annoyed as I did not even park there. I only made a pick up as I kept losing my friends and did not hold or obstruct anyone. I feel as this seems to be a trap set up by the MANCHESTER CITY council as the Wardens could have easily approached my vehicle and asked me not to park in there in future.
The whole purpose was to jump out and trap motorist and off course raise money. This is blatant entrapment. The CCTV can clearly show the time I took. I am aggrieved by this process. Its one thing illegally parking its another raising money by targeting motorist who come to pick people up in these areas. If you don't want any cars going into Manchester City Centre why don't u place bollards to stop entering these areas.
Apparently this is all legal as of this year that wardens can take Pics of the vehicle and later send you a PENALTY NOTICE without even sticking on your vehicle or giving it to you. I am nervously waiting for my ticket. F*(*K really hate the way things are shaping up. I feel as if everyone is screwing us. Government also. Bloody fuel price is ridiculous. If we all do a strike, do you Gaddafi will step in try topple the knuckle heads in power and tell them we not coping. Please MANCHESTER COUNCIL sort this out. it was 15sec. SHUCKS..

The point is whether this LAWFUL (not Legal), and the answer is NO, it isn't. You are not 'lawfully' (or 'legally') bound to pay ANY pentaly NOTICE, because that's all it is - a Notice; in other words, they are making you an 'offer' to do business with them. YOU MUST NOT IGNORE THE NOTICE - OTHERWISE YOU WILL BE IN 'DISHONOUR'. You need only to write to them and accept their Notice on the CONDITION that they a) Issue you with a BILL (a NOTICE is NOT a BILL); b) Ask them to provide you with written proof that a CONTRACTURAL Agreement exists between you (personally) and them (personally); and remember to put this request in writing; send it by Recorded Delivery and, most importantly - KEEP COPIES OF EVERYTHING. This representation is YOUR NOTICE, and they (like you, in respect of their Notice) must respond to it (stipulate in your letter a reasonal time period within which they must reply).
If they do not respond and/or provide the evidence you requested, IT IS THEY WHO THEN ARE IN DISHONOUR. You then write to them and advise them that, as they are in dishonour, you are now exercising your legal/lawful Right to apply YOUR OWN interpretion of their Parking Fine and its implications. You have now won the case by default. If you get this signed by a 'Notery', and they again ignore your request(s), or proceed taking action against you for the original 'offence', you can serve notice on them and instruct the Bailiffs to seize property from them equal to your personal costs).
Finally, remain respectful in your dealing with officials: usually they are some guy(s) just doing their job and simply don't understand the Regulations (The Traffic Act, 2007). In london they have been giving out ticket to people caught on camers for years i got done in 09 for parking on a pavement, caught by CCTV, did i bleat about it it ? no i paid the fine and LEARNT NOT TO BRAKE THE FOOKING LAW

So if you stop on double yellow lines to drop off/pick up a passenger you have done nothing wrong (according to my copy of the HWC anyway). What I would realy like to know is; from a H&S point of view how come they are allowed to use vehicles on public roads that they are clearly not fully quallified to use?

I'm from manchester and can officially say that the wardens in Manc are getting to the level of ruthlessness of the ones in London. I lived near the city centre and the parking outside my apartment required a permit.
Despite displaying the permit every day, I still received numerous tickets and had to go through the whole nightmare of contacting them every time and getting them to cancel the ticket. In the end I started pulling up the wardens who were roaming the area and telling them that if they put one on my car again I would be forced to tear them a new *** hole. Although it wasnt the best way of going about it, I never got a ticket again after that.
They are working on commissions so it gives them the incentive to screw as many people over as possible.
