Considering looking for a project car ... mad?

I was wondering if anyone has approached Cerb ownership with considering rescuing a wreck and restoring it exactly to the spec and colour combination you want as opposed to waiting for a 'good one'.
Chances are, it seems that the main reason Cerb enthusiasts spend so much money on their cars is that there are always things that feel need upgrading. I have read threads from people who have found very good cars from fellow PH'ers only to start their own modifications and adding to the overall cost.
If you were to do a body off restoration, spray it the colour you want, interior you want, engine and running gear rebuilt to the latest spec and know that your chassis is perfect, would you be looking at spending ridiculously more than if you did by waiting and finding a good car.
In the age bracket I am considering, where it has to be pre 98-99 for import tax reasons, good ones can be seen having been sold for around 15K by the looks of recent thread history.
Without it being a written off crash victim (cant have Cat or D on V5 due to import restrictions) for a non running car or one that needs a rebuild, what would they be worth and more importantly, can they be found?
As no one seems to put up non runners on here for sale in the classified unless they are from a salvage yard, it is difficult to gauge what the initial value of a project car would be.
Initial investigations seem to suggest that with the benefit of lower labour costs here mean that for around 10-12K I could have the car more or less how I want it. That is with me not doing the work myself.
I may be out of my mind and might face a bottomless pit, but the thought of getting another Cerb back into use again appeals.

Definitely do-able provided that the "skilled labour" is just that, rather than just a fella with an arc welder...
Personally I'd look for a tatty car with a tired (but not grenaded) engine and a basically solid chassis. You can save most things, but personally I wouldn't want to be getting into replacing any more than outriggers.

What sort of money would you say is right for the car to start with, I mean it seems that if I were say to buy one of the cheapest cars in the classifieds at the moment as a runner, say 9k, then I will end up paying a lot more than a sorted car.
There was a thread on here somewhere where someone had a rough car with a dead engine and the general consensus was that it was worth about 3-4I.
Is this about right and am I likely see see others pop up on here or do I need to look elsewhere?
