Second cooling fan not kicking in

Any ideas?
The first fan comes on fine, then temps start creeping up to a little more than they usually do..
So, to make things a little more confusing I have a cooling chip installed which kicks the fans in at 84'C and 86'C respectively.. On the hottest days last year I never saw temps rise above 92 but usually not more than 87.. the temp now climbs to 88-94 in traffic a lot quicker than it should although when stationary it will come back down..
I can't imagine the cooling chip has failed as the first fan is ok, and I can't imagine the coolant temp sensor has failed as, again, the first fan comes on (though I haven't checked if its constantly on - I will re-check when the car cools down)..
I'm at work so don't have access to my laptop to check the ECU temps/fault codes but any ideas for anything I can check with limited tools(well just a screwdriver) in an underground car park?

Had a look and there were no 30a fuses, just 25a.. having checked online I found an older fuse box diagram showing the fuses I've checked were indeed fan 1 and fan 2+horn (and the horn works).. So fuses look ok..
I'll check the connectors at the fans themselves tomorrow..
How do I test them once checked? I understand theres a way to run both fans in case of an emergency? (by d/c the temp sensor? where is this?)

Just un-plug the sensor located by the water temp sensor, just above i think. I'll check the connectors at the fans themselves tomorrow..

Remove the (F1) panel, Follow the hose from the top of the radiator down to where it feeds into the metal pipework. On top of this metal pipe you should see the temp sensor sticking up, which convieniently acts as a water recepticle inside the plug!!
If you have the ignition on and pull the lead off the sensor the fans should run. Last time my fans wouldn't kick in it turned out to be water inside this cup. I dried it, cleaned the contacts and put a bead of vaselene around the edge of the cup before rettaching the plug. Problem solved.

Yep exactly what we did with mine the day I fetched it and fans didn't kick in in traffic !!! Frustrating when something so simple causes such major problems but it's all part of the fun If you have the ignition on and pull the lead off the sensor the fans should run. Thanks for the help guys, just an update.. it turns out the plug going into the fan just needed a clean up! But my God what a job just getting the damn F1 panel in and out! Its a 5min job, but add in the F1 panel and it took an hour from start to finish!
I realised after that I can just about reach the plug without removing the panel, but wouldn't have been able to test without removing the plug for the temp sensor.. either way its all good now, but I think I actually mis-took the primary fan for the secondary, it was the nearside fan that was not kicking in, so I'm impressed the smaller looking fan managed to remove the heat so effectively
