how is your bootcatch attached?

Hi Guys, my boot catch has come adrift, i was wondering how they were attached from the factory?
Does it go on top or underneath the surface?
I have re glassed the hole, and was thinking riv nuts, there is not much thickness as standard by the looks, i will put a couple more layers on to try and beef it up a bit.

Thanks, mine had a selection of washers and a couple of nuts, which would've been hard work to tighten up.
