Water leak on a 4.2 V8 (1996)

Last night I was driving about and then steam started pouring out of the left hand side of the bonnet.
After a bit of troubleshooting I've discovered that water was escaping past a bolt in the main block.
The bolt appears to be a blanking bolt that has sheared. It is located in the main block right next to one of spark plugs.
I think the thread is an M12 x 1.25mm pitch. Can anyone tell me the purpose of this bolt and whether anything is going to drop into the engine when I try and replace it with another blank?
I noticed that the one next to it had been previously repaired but no idea when.
