Chipped Chassis Touch Up

After a bit of work at the weekend, I noticed that one of my axle stands, just the one, has chipped away the paint and powder coat at the base of where the outrigger joins to the chassis box section on my off side front.
In doing so, it has revealed abput an inch and a half of pristine bare metal, which I obviously need to cover up again as soon as possible. To say I'm annoyed would be an understatement.
I have ordered a POR15 three stage treatment kit to be hopefully quite sure of laying down a decent foundation over which to paint again, but it will arrive before the self etching primer that I am supposed to use first, which is also quite annoying...
My questions for all of you kind people, after a long time of searching the interweb and not finding specific answers to try and find out what I should do are as follows:
1) How do you clean and dry the metal best? It has nothing more than atmospheric moisture on it at the moment and perhaps a bit of oil, but after reading possibly hysterical posts about rust starting the instant bare metal meets the air, I feel like being careful and getting it as clean as possible before it meets a brush.
2) As an intermediary step until my POR15 and primer arrive, would it be prudent or stupid to dob on a coat of straight to metal Hammerite, just so as there is something there? I don't want to leave it bare for a week, especially as I need to drive it this weekend.
Suffice to say, when I get chance I'll be checking, POR15ing and painting every bit of chassis I can reach.
