wont start.....again....help!

2 weeks ago cerb wouldn't start,not even turning over-all other electricals fine.
found charred big fuse+carrier replaced both,car started,fine job...well no.
driven car in the next few days all ok,then failed MOT for handbrake(mine actually works on hills as well?)now wont turn over again.
big fuse is ok
32mm cable from batt to (i think) starter,half melted
charged battery off car (think batt is ok 'cause windows are fast,when i had weak batt around christmas a noticeable slowing of windows+car would crank very slow).
looking for a starter relay, cant find in boot but found a relay near ecu with built in 40A fuse if its this then i aint pulling in.
do i have a starter, battery or srart circuit problem
