When mine did this the box which is connected to the indicator arm had come loose. There is a bolt which goes right through it up to the top of the dash, if I remember rightly, I got the bolt through although it was a bit fiddly to get in and turn. Head upside down in the driver footwell, and then someone to help pull you out !

I think in the end the whole mechanism came loose as well and was rebonded (super glue'd) to the top of the inside of the dash cowling. How you ever get it back out if it fails would be a good one I'm sure !

If you look underneath where the indicator arm comes in you will see that it connects to a mechanism which has little spring prongs on it they sense whether you are pulling the indicator arm left or right, on mine this mechanism was coming away from the dash cowling so instead of moving the prong, the whole mechanism was moving instead, the indicator arm felt quite floppy and you had to push or pull quite hard to get it to indicate.

I'd post a picture but the Cerb is in for a service, so I can't help there perhaps someone else may be able to post a picture.

worth checking the position of the cancellation disc as well
get the front up in the air so the front wheels are off the ground, then turn the ignition on and hold down the horn, main beam and the wash/wipe buttons simultaneously
the main beam will come on and both indicators should flash if the wheel is straight ahead,
by then turning the wheel and noting at what angle the indicators turn off at ( should be the same angle both sides)

you can then turn the cancellation disc on the underside of the column to adjust when the indicators go out

I should point out the cancellation disc is clamped in position by a hefty spring and when I say 'turn' I mean use a hammer and an a bit of ally bar to tap it round
