Seat belts

When stripping the car out i noticed from the bottom of the seat belt fixing point (holder... whatever its called "plug in thing) that there is three small wires approx 1.75mm that run up into the back of the car! What is it for and why does it go into the "plug in thing"? On the driver side it is intact but the passenger one someone has cut.... should i refix it?
