Kirkistown in Northern Ireland has no noise restrictions.
TVRCC run 2-3 track days there a year and a company called Trackskills organsie quite few as well.
A day is usually only £80ish with either TVRCC or Trackskills, factor in a ferry from the 'mainland' and it probably still works out less than £200.
Trackskills haven't announced the dates for 2007 yet but keep an eye on www.trackskills.com for more info.

It really depends on how loud the car actually is.
Have you tested it?
My car runs sports pipes and decat, the only venue last season that I had a problem at was Goodwood, but I believe Bedford is a real PITA too, but I have no experience of the venue for just that reason.
I assume that you bought the system from Tim @ ACT, so why not talk to him about additional track day silencers, it's the easiest solution, that way you can turn up to an event and run the car as it is, if you then have a problem, fit the silencers and get on with enjoying the day!
Really don't see the problem.

Lent my ACT track silencers to PHer Diddyman to use at Goodwood in the summer. Brought his 116dba down to (IIRC) about 105 dba and he had no problems at all. I did an MSV arranged track evening at Brands hatch (silencers bring my 108dba down to circa 98dba) but never needed them, wasnt tested or questioned. And I was quite a bit quieter than a Skyline that was hammering round (and a LOT quieter than the Fez 360 racers that where screaming around when I first got to the track)

So how is the noise measured with regards to where you measure it with reference to the car ie position from the car with a sound meter and at what engine revs?

At Donington Park, they use meters located at the track edge that pick you up as you drive past. If you work out where they are, you can apply a little judicious lift off at the right moment
At Oulton, they can measure you before they let you out on track, whilst stationary at 3/4 of full revs. I've been on airfields where they have the meters in the middle of the field.
I think they all vary, & sometimes the meters are'nt even operational
It is getting more stringent though.
Bit of a debate that one Bill. AFAIK the rule of thumb is 1 metre away at a 45 degree angle, revved to circa 2/3s of the rev range (4krpm 'ish' on the cerb) although all the testings I have done have been in pub car parks with a bit of a guestimate as to distance and angles.
The only time I recall being measured at a track (Goodwood a few years back) the chap had a white pole with a sound meter at the end of it (told me to rev to 3.5k in my old 350i so I revved it to 2750 and passed
