Rad fans quesion

Am I right that the fans work sequentially and if so which one should come on first, the thin one on the driver side or the big ol' boy on the passenger side?

I'm pretty sure it's the one on the Passenger side that comes on first, the driver side one (the Air Con one) follows shortly after.

That means I've got a fan down then, I'm sure you're right and have seen the big fan start first before.
