Flashing lights, dipped lights, Help!

Strange electrical problem. It started when the wipers failed. A 20A fuse blew and was replaced. Now the hazards and dipped lights come on, and stay on, when the ignition is on. Tried disconnecting ribbon cable but no difference. All fuses have been checked. Tried disconnecting, charging and reconnecting battery. Tried unplugging and reconnecting dip and flasher controller/relay. Any help appreciated.

Unplug the ECU...Plug it in again after a couple of minutes

Exactly the same thing happened to me when I stuck one of those cheap eBay TVR cigarette lighters in (
)Turned out that I had actually blown 4 fuses. All replaced and problem solved

how about resetting the light control box in the boot? My sidelights are also permanently on, this is my next thing to try. Tried the dim/dip box and made no difference. Is there someone else local to you who you can swap control boxes with as a test? will be cheaper than getting new ones one at a time until you find the prob.

I managed to get another Steering ECU which has solved the problem.
For everyone who has helped and any future problems here is what I think happened. Wiper motor short caused 20A fuse to blow. According to the fuse list and wiring diagram this fuse also protects the 12V feed to the Steering ECU PCB. (Not sure whether a motor and PCB should share the same fuse. Bad design?)
Spike has damages Steering ECU where the wiper, dip and hazard circuits mix. The Steering ECU seems a simple, single-sided, through hole board. I plan to strip the board and test the components to see which has/have failed. The passives should be simple to find but it's likely the actice devices will be obsolete. There should still be some out there somewhere.
Does anyone have access to the hex files for programming new devices? If I can find which part is damaged and manage a fix I'll come back to this post with my results.
Next job is fixing the wiper motor. I have a new park switch but it might be the windings. Has anyone got experience of rewinding these motors? Also, can other designgs of wiper motor be used? If so a description and partnumber would be really useful?
