Anyone have a suggestion on what can be done with the Hella headlamps on a 2002 Cerb. Separate high and low beam.

The gas discharge high beam is amazing. Bright as light!

But the rest is worse then my small flashlamp.

A common problem on Cerberas is for the connectors on the control box in the boot to overheat and fail. I remedied this on the car by adding a fused link in parallel with the existing wiring in order to reduce the current flowing through the connectors and it would be worth checking that this fuse has not blown.

Lift up the carpet flap above the amplifiers and the fuse will be obvious to you.
