checked clearances on my 4.2 AJP V8 recently and whilst all the inlets were within a thou of the recommended one of the exhausts was 3 thou more than the.012 ie.015.
how far out should you let these clearances go before starting to play around with shims?

Just depends how particular you want to be really. Too much clearance is definitely better than too little, however, you won't be getting the valve lift that you should, therefore maybe a little down on power on that cylinder. Probably very marginal though.
