Drivers seatbelt won't rewind

MY seatbelt won't rewind back up when I unclip it, I had this issue with my Tuscan also. Does anyone have a fix or know how to replace. It looks like a bit of work replacing the seatbelt pully as it is hidden behind some panelling.

Any advice/comments welcome.

If you remove the panelling, it will all become clear!
Probasbly the reel has shifted slightly affecting the inertia rewind bit - I believe it is a ball bearing that drops into a cup that locks the belt. If you can put the reel back on a horizontal plane then it should rewind properly.
