Thats exactly how they look prior to beng fitted and would almost certainly think that they have not been cut out....i will be posting in a few days time a complete set of pictures and description of the 'headlamp conversion', as carried out by Ewelmes on my Cerb.

They all look like that and have to bee bonded into the body then filled and painted!
Ok, to stop the guessing I have been in conversation with the owner, Keith, over the last few days. They are panels to be bonded & blended in place of the originals (not moulds so stop getting excited), and as such need some bodyshop abilities (even I know my limits ..... well until i've tried that is 
). He supplies the panels & the lamp fixtures (which also have to be bonded onto the panels) to then add the lamps (which he also has). My guess is he makes them although he has not confirmed this. I will keep you posted, as I have asked for a full 'kit' price.
