Live in Germany and have own garage. Just bought a preowned cerb 4.2 in the U.K. Is anyone able to give me technical engine data? Primarily, I need thightening torques of all screws and metrics of tappet clearance.
What about software, to read out failure memory? Is it available?

As far as I know, unless you can find an ex-TVR engineer, the data you are asking for is not in public distribution. Even TVR's own service manual does not show torque/gap settings, only limited procedures. Due to your logistics problem, you will need to talk to an independent such as Joolz (search the members list or read virtually any technical query on here, A1) very nicely, dealers will not give this info out, in fact many will not know it as, apart from the tappets, engine dismantling is often a back to the factory job.

For your info tappet settings 0.010 inch exhaust, 0.008 inch inlet. Shims in pain-in-bum position, have fun.

Software is out there, perhaps someone will contact you offline & email it to you.

There is software to connect up to the ECU for diagnostics, which I'm sure somebody on here will be able to send you...
