There are 101 reasons milage could be lower, it's not hard to get milage "adjusted".

If it looks dodgy ask for paperwork to back up the milage. What makes him smell a rat?

Unless there's a clear paper trail to back up the mileage, walk away. Its not hard to disconnect a speedo - its expensive to replace trim, door sills, pedals etc to make a high mileage car look like a low mileage one. And if the mileage is low but track based, times it by 10 to get an idea of 'road' mile wear and tear.

in that case, yep, I'd agree with the above - unless there is paperwork to hand to prove it, dont take the chance. It could just be there is a genuine reason for the speedo showing low milage (e.g. replacement through fault) which is being exploited by the seller, or it could be clocked, disconnected, etc.

nothing that's going to tell you anything - the cable is as prone for repair as any other part of the car, not tamperproof in any way whatsoever.

The actual speedo itself is usuallly an easier way to check as they are typically a right bugger to get apart without damaging/marking, but then you'd have to get it out the dash to inspect that.

All speedometers are usually calibrated to over-read by 5-10% or so, it's normal. The GPS will be more accurate (unless you are going up/down a very steep hill...).

If you mean about the steep hill, never tried it but you are technically moving less distance from A-B when going up/down a hill for a given road speed. You could work it out using schoolboy trig. Driving at 50mph (wheel rotation measured) for one hour up and down a load of hills (in a straight line) would not cover 50 miles A-B. The GPS would read a little lower than real. I think..
When I had a kitcar SVA tested the speedo was checked on a rolling road. To pass you are allowed up to a 10% over-read but no under-read at all.

A bit back on topic: One car I looked at when buying mine had half the miles but 3 times the interior wear. Careless owner or disconnected speedo, who knows?.

Short trips with a lot of stop / start traffic will lead to more interior wear as well. Again this is not good for the car. I would walk away.

It is 100% true but only on F1 models, also worth noting that it is normally reset if you change the TCU software so as long as it matches up against software updates e.g. clutch changes it should be fine.

Best way to verify mileage is condition of the vehicle.
