I always though 'baller rims' were the rims discarded by the American superstars from Murcis etc sothey can get their shiny chrome things.
Baller rims are favoured by the American foot-ballers, base-ballers etc. They are the big, horrible, chromey blingy things that seem to find their way under the arches of many supercars!!

Anything 'Baller' just means that something usually costs alot more money than the 'Factory' equivelant. Most of the time it also refers to being bigger and 'Better' (I use the term 'Better' loosely here)
So, 'Baller' rims are bigger, more expensive, and usually a custom colour. It's just supposed to show that you have money to blow on expensive extras on your car. e.g. Everyone see's you have a Hummer H2... But to show that you have more money than everyone else with a Hummer, you put $20,000 26" Lexani's on it. But as any person will tell you, they are not improving the performance.

And usually proves the old adage that money can't buy you taste. Just look at what Beckham did to his Gallardo.
