It's made by Novitec, i'm sure i've seen an article on this somewhere detailing the bloke who built it etc

the company who made it are a bike builders called Walz Hardcore cycles - http://www.walz-hardcore-cycles.com/

as said, made with some novitec bits and some customisation - does look good, not as good as some of their bikes though!.
