Radiator woes on a Seat Toled VR5

I am in need of some advice by the PH collective genius.
I was having a poke around my car the other day trying to sort the low setting on my radiator fans (common problem on Golf 4 generation cars), so was looking around the radiator trying to pry a fan connector off when I realized it was rather easy to move the bottom of my radiator back and forth longitudinally (along the long axis of the car) is this the norm or I need to figure out why it's loose?
P.S. Suggestions on the low fan setting are welcome too -- I am trying to decide whether to go for external resistors or a PWM controller for the low setting.
