You need to give the glow plugs time to warm up when the engine is cold as the block on a cold engine acts as a heat sink, dissipating the heat built up by compressing the air in the cylinder and preventing the fuel from igniting.
As pointed out above, there should be a dashboard light that looks like a coil which will extinguish once the plugs are warm enough.

How old is the car? Modern (post 2005 approx) diesels use high power glow plugs, that will preheat in under a second. Unless it is really cold (sub zero) then by the time you have twisted the key through to "start" the engines ready to go. (and any hot start will not require them at all)

Dont a lot of them also activate when the doors are unlocked to pre-heat so no waiting is required ?
