No power until 2500 RPM

Hi all,

My 1.9 diesel grande punto has been having some problems lately.

Basically the car has no power until it reaches about 2500rpm, which is where the turbo usually kicks in.

I have:
cleaned the EGR valve,
replaced the fuel filter,
replaced the MAF.

None of those have sorted the situation. I think cleaning the EGR valve made it a bit better.

Does anybody have any ideas?
