106Gti down on power

Last week I bought another 106Gti. I've noticed it is a little slow, I was told vaguely it had a manifold and some kind of exhaust modification and is possibly performance camshafts (it runs a little lumpy)
I've had a look today and I believe the manifold is a Janspeed 4-2-1 (correct me if I'm wrong, I've only compared it to pictures)

Because the car is stupidly low (soon to be back on standard springs) its using the exhaust to chip away at speed bumps
I'd expect with the mods this car should be pulling 130hp, it feels more like 110hp and the lack of power is even more noticeable below 4k rpm.
Possibly a stupid question but before I go buying another manifold would this explain the drop in power?

Those dinks in the 2 primaries shouldn't have made that much a dent to the performance. The GTI used to like killing the cats for fun when I worked at a main dealer though, and usually on returning from road test too

A blocked cat can be ruled out now as the car doesn't have one
