Random loss of power

My shed has a strange problem
Its an x-reg Lupo Sport (100bhp AUB engine)
When there is less than 1/4 of a tank of fuel in it, it randomly cuts out n the motorway. It's as if the throttle pedal suddenly stops working.
After a few seconds it will be back to normal, but its rather worrying at the time, as its usually rush hour on the M1 when it happens.
There are no fault codes stored - scanned with vagcom
It has an electric throttle, but it can't be that as its only when there is less than 1/4 tank.
Fuel pump maybe? But why would it only stop pumping fuel when its low? The pickup is at the bottom of the tank isn't it?
