megane 1.5 dci - whats this noise?? vid inside

Hi all,
Having some trouble with my megane, its a 1.5 dci 106 and every now and again I get a strange whining noise from the engine. The noise cannot be heard from outside just inside the car and only when the throttle is not pressed (on tickover or coasting in gear) Doesn't matter if I'm in a gear or if clutch is pressed so rules out gearbox.
Heres a vid, turn your speakers up, happens between 5 and 14 secs and again at 30 and 40 secs

Really annoying me now so any help would be great. Renault believe it may be turbo related but don't want to be splashing out on a new turbo if its not that.

may be worth removing the fanbelt/serpentine belt very briefly to see if the noise disappears before getting to dug in
