Check the fault codes, it sounds like it might be a road speed signal issue.
That sort of thing turns up on cars with disconnected ABS. When the car figures out it is moving but no speed signal, it can go into a limp mode to reduce power.
Other issues can do the same though, lots of things can trigger a limp mode that will reset.
