Seat Ibiza FR D advice

My son's partner has an 07 FR D as above and (admittedly at least partly her own fault) it is having Turbo issues.
As in white smoke above around 2K RPM and loos of boost.
I haven't much experience of turbo D's, or even turbos at all, my question is (I assume) the turbo would need changing, or is there likely to be a possible simple fix as a first pass.
I realise this is probably a daft question, but hey-ho, I can but try.
Also is it a total pig of a job & is there a likely candidate for getting a replacement at a reasonable cost?
