What is this tool?

I found this tool in my garage and don't know what it's for.

It's 11cm across and the centre hole is 13mm. Feels like solid steel as it weights a bit.

This almost cert some sort of timing tool given the writing about turning the engine over to check for obstruction

Its a camshaft locking tool for the earlier Vauxhall 1.7 diesel for locking the cam whilst changing the timing belt.
