Can this exhaust be patched up

Anything CAN be fixed, whether it is cheaper to fix or replace depends on what tools/equipment you have available to you.
Flexy can be completely cut off & either another welded in if you have a welder, or replaced with a sleeved & clamped one if you don't have a welder.
Having said that if the car is common enough there may be a widely used "repair section" to replace that bit, a bit of time on the bay of e will likely tell you which works out best.
