New alternator only charging at 13volts

I've recently fitted a new Lucas 140a alternator to my BMW 840 and two new bosch batteries.
It's not taken long for the batteries to drain completely and when I've tested the alternator, it's only charging at 13v.
Is it a dodgy alternator, or could it be something else? I'm not really sure how to troubleshoot it.
