2006 307 Peugeot 2lt HDI 6spd 136BHP lost its grunt :-(

My Daily driver (Shed) is this 2006 Peugeot 307 GT 2.0lt HDI 6spd 136BHP, diesel.
Although it looks a bit unloved and a tad bit scruffy shall we say , it is a great car and was very fast until I changed the starter motor and now seems to have lost its grunt. Not sure if its related which I cannot see it being so but almost seems like the turbo is not working, car is still relatively quick..ish but in no rush to get there. Checked and can see no vacuum pipes off or any hoses, wiring connectors all still there, no leaking oil or excessive smoke, it did puff a bit when deacceleration when the turbo was working ( if it is the culprit) . So could it be the turbo has given up or an electronic fault, can a plug in diagnoses find a fault, is it a form of solenoid issue ?
