The ERL Aquamist site has some good background information about the theory of water injection. According to them, it's dramatically better to add a small amount of water to suppress detonation rather than excess fuel, because the excess fuel results in partial combustion and means that some of the oxygen is 'wasted' because it is only used to perform the first phase of combustion and not the second phase where most of the energy is released. So excess fuel costs power, but added water doesn't.
If you are trying to suppress detonation that is provoked by an excessive charge temperature then the charge cooler would surely be the best way to overcome that. If you are still suffering detonation purely due to in-cylinder pressures and ignition timing then purely in terms of achievable power water injection would be better than excess fuel or ignition retard. WI does have its own practical disadvantages though, it's yet another system that has to be kept supplied and maintained and working properly to stop your engine destroying itself.
