Removing a stuck screw...

Need some advice,
I need to clean out a oil strainer in the top of my rocker cover, however the screws that hold the cover on for the strainer (located on the inside of the rocker cover) are very very stuck. Does anyone know how I could remove the screws without damaging the screws, the rocker cover and the strainer housing?

(Just to add, I need to clean the strainer to solve an oil burning issue, I have flushed the strainer with degreaser however I need to get to the strainer to agitate any deposits on it)

this ^^^^The impact of hitting it a healthy clout will often shock free the "frozen in time" grip of most stuck threads, this is an easy (oi, careful though!) first port of call followed rapidly by the impact driver, an immensely satisfying tool 95% of the time...
Heat can be number three (if it's me doing it) but you do need to choose your target well, melting seals can make a good job bad in no time
