what effect can small plug gaps have on an engine, 20 thou instead of 40 thou

A very slim chance of any ill effects from the gap alone. Unless whoever gapped them damaged the plugs.

20 thou is fairly tight though, even for a highly boosted engine

Older cars with disributors have plug gaps of 25 thou. Newer cars with electronic ignition seem to be around 40 thou, I understand the reason for the increase is to aid combustion, more power, lower fuel consumption and emissions.
I cannot imagine reducing the plug gap to 20 thou would do any damage although it might reduce engine performance.

Well, an update. I regapped the plugs to 37 thou and the car is totally different to drive. Damn I wish I had done that ages ago.
