vw lupo 1.4s engine upgrade?

250hp is a lot on a 1.4 - 180bhp/litre. To put that into perspective, and to give you an idea of the costs involved, were you to do the equivalent bhp/litre on a VAG 1.8turbo you'd need to liberate 325bhp.

Bearing in mind that's just the kit, excluding labour. As far as I can tell no kit currently exists for the 1.4, although TSR did one in the past. You might be able to find one second hand.
Realistically though you will not be able to get the power level you want from the 1.4. In addition to locating the turbo kit, and because of the very high boost level you'll need for that power out of a 1.4, the engine will need to be removed, stripped, and have the pistons, conrods, crankshaft, injectors, oil pump, fuel pump, valves, and camshafts changed, the head will need to be dowelled, the block will need to be wire ringed, and the gearbox will most likely need to be replaced with a straight cut item to take the extra power.
Most of those bits will need to be made specially because they don't exist for this engine. Of the bits that do, I've found prices of around £600 for the camshafts, £285 for EACH conrod (you'll need 4), and then hundreds (possibly thousands) more for the other stuff.
If you go for the VAG 1.8t 20v instead it'll do 250bhp on the stock internals, which makes life much easier. If you do most of the work yourself I think it might be possible to do the swap for £2,500, but it's a huge job.

1.4, 250bhp, £4k? Good luck.
It'd be far more cost efficient and easier to just buy a quicker car. Or, if you really want to keep the Polo, drop a different engine in. Also, if you somehow managed to achieve 250bhp from the 1.4, were you planning to use the same gearbox? I think putting 250-300bhp through it instead of the standard 60ish(?)bhp would put alot of strain on it.
Another thing, were you planning to upgrade the brakes within your £4k budget? Making a car go faster is one thing, but you'll need to compensate this with better brakes. Tuning a car to 4-5 times it's original power and leaving the brakes standard is, in my opinion, pretty stupid.

A local lad is part way through a 20vt lupo.
Total ballache.
With the 4k buy a 20vt converted MK2 golf. Use at weekends/tracks. Laugh at just how quick it really is. When you get bored buy rods an head bolts an go for 300bhp+
