Whats the best way to cut down a number plate, scoring and snapping, or hacksaw? Or where can I get legal plates with the front shortened to 385mm to fit the front bumper.

depends on the type of plate.

if its one with a perspex front with the numbers and reflective backing stuck on (as most are) then:

mark the plate accurately with a pencil
scalpel cut the reflective backing to correct size peel a bit of the unwanted bit away
cut through the perspex by repeated cuts with stanley knife then snap.
then sandpaper the edges to finish
