Nope, its a standard setting called Throttle Cracker.
Its designed to help smooth gear shifts buy syncing revs also I guess it holds rpm when coming to a stop so brake vacuum doesn't stall the car.
Its one of those "personal" settings that everyone likes slightly differently.
Easy to tune to what you want.
Basically the IAC (Idle Air Control) motor opens a hole past the throttle blade to keep rpm at your user defined level. Same mechanism is used to hold idle. In Electronic throttle cars, the throttle blade is used to do the same thing.
