Legally, no.

But its merely paperwork, proper towbars are available, just not approved in the UK.

Not sure an Insurer will agree that it's merely paperwork that the car is not homologated for towing. I'd check with them before presuming you'd still be covered.

The headlights are not self leveling so will never be legal in the UK

The point about self leveling is a good one but just looked at the Holden Australia used car site and 2 of the Monaros pn there have removeable towbars so Aus must have different rules (like none) on headlights

Millions of cars on the road dont have self levelling headlights. It seems pedantic, that this should make the Monaro not suitable for towing..

Although in todays modern safety conscious world ( ie BLAME someone world ) it doesnt surprise me they could make up such a silly reason.

Found the details...

Essentially the type-approval process changed in 1997/98 and it now states that as part of type approval manufacturers can optionally declare the vehicle is suitable for towing. The extra tests for this include the adjustable (not always automatic) levelling headlights and the towbar itself must already have gone through its own European type approval.

No other type approval process (SVA for example) allows the towing aspect to be tested hence the vehicle can not be used for towing under any circumstances. If you are pulled over you can be charged under the road traffic act and you insurance is automatically invalidated.

Given the Vauxhall are importing such a small number of cars they won't have submitted for the full type approval hence no towing allowed.
