Had a similar problem when I set off on a 6hr journey at 5am. Weather was about -4. The tank was full and after a few miles the gauge dropped by about a quarter,the gauge kept falling at a quicker than normal rate. Ended up stopping to check for leakage.
After about 2 hrs driving and weather warming through, the indicated fuel usage went back to 'normal'. Filled up and had no problems after that.
At the time I just put it down to the weather and possible damp circuitry.
