Pumping up/checking tyre pressure

I just went to check my tyres and put some air into them at the local garage. I could not get the valve on far enough to fill up the tyres, so ended up letting a little air out by accident. I pushed really hard and managed to get enough in to fill it back up. As for near side front tyre, I could not even get it on far enough to react. The threaded part of the valve does not stick out far enough for the valve from the air machine to get on there. Is this normal?
It does look as though the previous owner has fitted some fancy valves on there. Instead of the usualy rubber valves, they have metal covers on. Do they come off easily?
