is this of any significance (it's on the sidewall of the o/e potenzas)?

Model specific identifier?

Sorry don't know what those numbers mean, but would anyone know what the max speed rating is of the OE 18" Bridgestone Potenzas fitted to Monaro CV8's?

Have a look for something like 93Y, which should mean a rating of 186, there is a thread on here with all this info, can't remember where.

93Y is the load rating, not speed.

Tire Performance Criteria - designed by GM apparently to ensure we replace out tyres with "similar" TPC.
