Handbrake travel adjust?

I had some new pads fitted at the weekend, and the mechanic wanted to tighten up the handbrake cable. He could not find anything under the car to shorten the cable, and wondered if its adjusted from inside the card.

Can anyone give me some instructions that I can print out and give to him?
