Sorry for your loss Col & Mel,
If your phone uses a MMC card to store your messages, it is possible in some cases to rebuild lost data from it, a friend of mine has done similar in the past, maybe worth a go if all else fails.
but in the meantime really push O2 there must be a sympathetic ear there somewhere..

Really sorry to hear of your loss.
Not sure calling the O2 call centres will help as they are most likely located overseas and will only be able to give standard responses (even when escalated to team leaders and managers.
You should definitely try calling the O2 head office and ask initially for the voicemail product manager (or secondly, the voicemail marketing manager) as they would be most likely to know the real answer and find someone to help you if they can.
