Intercooler coolant levels?

Hi guys,

Looking forward to reading the drag day thread... I however have a question re coolant level in super charger header tank. Can't tell if it needs topping up, the level is just below the two pipes attatched to the rear of the tank is this norm or should they be submerged?

If it's a Harrop unit I believe it should be 50mm from the top of the thread when cold.
